I personally haven’t been able to and most people can’t, but some people are able to achieve shallow penetration if they have a lot of growth. Some people also find pumping before attempting to penetrate helpful. While I’d say that many (and maybe even most) people on T don’t get enough clitoral growth to be able to penetrate a partner, it’s all very individual since everyone’s bodies are different, so I can’t give you a definitive yes/no answer. If you’re on T and have a partner who is willing to give it a try, you might as well attempt it, but if you’re pre-T and want to know if being able to penetrate with your clitoris is something that you should expect to happen, you should assume you won’t be able to so you’re not let down if you can’t and you’re pleasantly surprised if you can.

If you want to penetrate your partner but aren’t able to with your clit, which is the case for most people on T, you could use a strap-on dildo or a pack & play prosthetic or look into putting a penis extender/sheath over a pumping cylinder like this.
